In response to the growing demand for accessible, high-quality learning resources and the challenges highlighted by international assessments such as the Programme for International Student Assessment (PISA) and Southeast Asia Primary Learning Metrics, the Schools Division of the City of San Fernando, Pampanga strengthens its Learning Resource Management System through SINUPAN: CSF Library Innovation Hub.

SINÚPAN (CSF Library Innovation Hub) is a hybrid physical and digital learning resource ecosystem of the Department of Education, implemented through the Learning Resource Management Section (LRMS). It serves as a centralized hub for the development, curation, and dissemination of quality, curriculum-aligned learning resources.
Meaning Silid Sinupan át Aklatan, it represents a learning space (silid) that functions as both a repository (sinúpan) and a library (aklátan).
